Should be possible using ACBEditor. The BGM is in data.cpk/sound/adx2/bgm/snd00_bgm_streamfiles.awb which you can extract by dragging the snd00_bgm.acb file onto AcbEditor.exe. The resulting folder is full of at9 files (Vita's sound format) which can be played back/converted using foobar2000 with the bgmstream plugin. To convert custom wavs to at9, you'd have to use something like AT9Tool using the command prompt like shown in the link. For looping BGM it'd be a little trickier since you'd need to get the sample numbers for the start and end of the loop and do -loop S E (where S and E are the start and end numbers) instead of -wholeloop.
Once the at9 files in the folder are replaced, it should just be a matter of dragging the folder back onto the EXE to repack the ACB/AWB.
