P5's mod menu is not working, but every other patch does

Hi, I'm trying to install the mod menu for Persona 5 on RPCS3, this is my patch.yml: https://pastebin.com/raw/vNJpKyF3.
I'm sure it works since the 60 fps patch works in game, but for some reason if I try to use the mod.cpk (moved into the USRDIR folder) with the mod menu files (most recent ones from github) built with the Mod Compendium it doesn't work.
I honestly don't know what else to try so I'm here to ask for help.

Huh that's odd, do other mods that use mod.cpk work? Which region/version is the game (bluray vs digital)?

Also worth nothing, the square button is disabled if you haven't progressed to a certain point in the tutorial area of Kamoshida's castle. When starting a new game though, it should enable it and give you a message about it

I only tried the mod menu, so I'm going to have to try building another modpack with the compendium to test it out.
It's the EU pkg version.
The square button is disabled for me and yes I'm still in the tutorial area, but I didn't get the message so I guess it's not enabled at all.

Well, I guess I was wrong, I didn't get any message (?), but I tried using it in Kamoshida's palace after unlocking it and it works now.
