Hello, quick question.

Will modding Persona 5 Royal be possible at all? Things like text, textures etc. or no?

Whenever that happens (a.k.a. an exploit is made public) anything should be as modable as vanilla p5 on ps4, i bet the model format is updated and its going to need a day or 2 for TGE to update the tools.

Not yet, essentially.
We don't have any available public exploits that can get past the the firmware p5r requires.

As soon as an exploit is found and made public, then yes.
