Aemulus mods not loading, Mod Compendium works just fine though.

Whenever I use Aemulus package manager it does everything correct, it makes a mod.cpk and a mods folder in usdir but none of the mods actually load. Mods do correctly load whenever I use mod compendium though and I want to use aemulus because it has more mod support.
