Persona 3 FES Cutscene modding?

I created a music mod for P3FES a while back and would like to mod the cutscenes to match the new tracks. However I can't seem to find a functioning app/software to convert the new video files into the format readable by the game (SFD). Any suggestions/solutions would be very much appreciated.
