AtlusScriptCompiler not working

So I've been trying to use the AtlusScriptCompiler to decompile one of P3 FES' BF files, but when I use it it gives me the error "This app can't run on your PC, to find a version for your PC check with the software publisher". I can't seem to find what's wrong with it, does anybody have any ideas of whats going on? Any help would be appreciated.
