[P4G PC] Are CTD & FTD possible to be translated?

I've been looking around for some texts, mainly the Config ones and I stumbled upon cmpConfigPCItem.ctd, cmpConfigHelp.ctd and cmpSystemMenu.ctd.
Is there a tool to translate them and possibly accept Japanese characters too?
