Reloaded-II.exe Doesn't Open (Fixed It)

I've downloaded and installed all the prerequisites, .NET Core 3.1 x64 and x86, Visual C++ Redist 2015 x64 and x86, and updated my Windows installation from 1909 to 2004 after realizing it wasn't the latest update, but the Reloaded-II.exe doesn't do anything when I try to open it. Not entirely sure what to do here.

So a little bit later I've downloaded the Reloaded Project on a different laptop and it still won't open, and I am thoroughly confused.

Alright a few days later I found the time to just reinstall everything and now it's working. Not entirely sure what I did differently, but I fixed it. Thanks for the help everyone.
