This mod changes the font from Persona 5 to Linux Biolinum O.
The characters were typed over the font from DniweTamp's Royal font mod, in order to also include special characters like accented letters and various glyphs that are used in other languages.

That comma character can tell Linux Biolinum O is the incorrect font.
Strikers still uses Optima Nova, the font from Royal and Dancing.

It isn't though, I even checked with the .otf ripped from the bonus content app.

Well, Linux Biolinum O is a free and open-source font, of course they would use that in an Unity app. It's also to prevent the premium/real font from being extracted easily.
Companies usually prefer premium fonts in their projects. In this case, Atlus USA uses Optima Nova starting from P5D.
However, Strikers uses a Bold variant (font weight 700), while Royal uses a bolder one (Extrabold/Heavy, weight ~800 I guess), that's why in Royal the font is quite "fatter" than Strikers.

Very interesting, it does make sense that they would use Optima Nova LT instead of an open-source one like Linux Biolinum. Thanks for bringing this to my attention!
