What
The Persona 3 Party Skill Editor is a program with two purposes:

-It can restore any changes made to party member skills by mods or cheats
-It can prepare a save file for use with the New Moon balance patch, by giving party members the skills they should have

How does it work
The program works like this:

-First, it asks for the game played (Journey or Answer)
-Second, it asks what the intention of the user is (for unmodded P3 or for New Moon)
-Third, it asks for the date
-Fourth, it asks for the level of each party member

The program will then spit out a cheat code document, containing the skills that each party member should have at the level provided in the game provided for the type provided.

It may sound complicated but it is really straight-forward on your end.

Instructions
Instructions:
-Drag Party_Skill_Editor.py into a command prompt window
-Follow the instructions given by the program
-Drag the created cheat code folder into your cheat code loader of choice (for PCSX2 it's the cheats folder)
-Open the game, verify that your party members have the proper skills, save, and delete the cheats file

Prerequisites/ bugfixing
You will need python installed on your computer.

If the cheat code does not work, check which region your disc/ ISO is, and change the name of the file created to match your region. It is the NTSC name by default

Program has been updated, it now no longer pains me to look at.

Seriously some guy at a pre-college meetup made fun of it so now it is passable.

Hoo-boy

-Program has been rewritten entirely, is much more readable, easier to modify, runs better, and is a smaller size
-Will now ask for the date, ensuring party members will not have skills they otherwise shouldn't have with their pre-evolved Persona
-Unused skill slots will now be overwritten with a blank skill, which improves the programs use for resetting any mods and fixes a specific issue with Junpei at a specific level in New Moon
-No longer requires a blank cheats file to create one (thanks meesterP)
-pnach file is now automatically closed after being opened (thanks meesterP)
-Fixed some inaccurate skill progressions for various characters involving specific levels and/ or skills

Thanks to meesterP for direct contributions. Special thanks to TGE, Tekka, crisdebug, and lipsum for teaching me how to code when nobody else could

Lots of changes since the last post:
-For New Moon, all characters now use their 3.0 skill progressions
-Metis is now supported
-A tutorial video has been made
-Various optimizations and improvements
