Is editing party level up stats and skills possible?

The balancing for some of the party members in Persona 3 really bug me. I have wanted to touch them up a bit for awhile now and I was wondering if that was even possible or if it was hard coded. Basically I want to know if the stats that go up every time a party member levels up can be altered. Also if the skills they learn on level up can be altered as well.
