You're right that we're definitely lacking detailed guides on everything that goes into the process. Sounds like you're real close at least. From my experience my best guess is that the EBOOT is resigned for DEX, so if you're using CEX CFW it wouldn't be able to launch. There's a comment on this art...

Right now the best way to make such a mod would be using p5_tbl.bt template from this repository with 010 Editor . It will allow you to change the properties of individual enemies in the UNIT.TBL (found in /battle/table.pac). From what I recall, there's a lot of things you could edit. HP, SP, stats,...

Hmm, good catch. It's up to you, but I'll include the link either way. At least in the case of this game you'd need additional anti-DRM patches or licenses to actually boot it, whereas if you had everything for P3/4 you could burn a disc.
